it's a non-elite skill so i would suggest checking Kaineng City...

When i looked on guildwiki, it appeared on none of the skill trainer lists...

Sounds as if its meant to be at a trainer somewhere's.

If your having trouble finding it you can always spend some time capping elite skills and try look out for this spell.

Often when I am capping an elite I find that my signet of capture once used will show a bunch of non elite spells in the capture window after i slay the mob.

Not the best answer but may help you grab this skill.
